I've seen the movie 4 times and have seen the actor in the costume and in normal clothes, trust me, he doesn't look femme.

I don't think Legolas looks like a girl even though the elves are supposed to have an ethereal, androgynous beauty. I agree with Beamie; the Lothlorien elves look feminine.
